Black Swifts are Fairly Common in Western Washington mainly in Spring Migration but any time will do when bad storms hit Mountains from May-August and Early September which they will in turn drop low to Lower Elv and feed with Swallows on flying insects similar like Purple Martins
Behavior
Black Swifts forage exclusively in the air, flying fast and high, singly or in flocks. During courtship, pairs perform long aerial chases and mate in mid-air, may also rest on wing.
Note that the Bird is an extremely high forger if good conditions
